Houston is a gorgeous city to live in and a punishing one to build in. The heat index routinely clears 110°F, the humidity is basically a second atmosphere, the clay soil heaves and shrinks with every rain cycle, and then—once a decade or so—a hurricane comes through to test every post base and ledger board you've ever installed. Add in the byzantine politics of HOA architectural committees, the perpetual drainage anxiety of anything within a mile of Buffalo Bayou, and you've got an outdoor-build environment that separates the serious contractors from everyone else. Omar Afra and Pedro Salazar of Right Angle Home & Outdoors have been building in this environment for years. They're practical, they're design-conscious, they know their engineering, and they've sat in more HOA meetings than they care to admit. I sat down with both of them for a long conversation about everything that makes Houston outdoor projects genuinely hard—and how to do them right.

Houston Builds Aren't "Outdoor Projects"—They're Climate Systems
Pete Liebowitz:
Let's start with the obvious thing that nobody says out loud: Houston is kind of insane to build in. What does that actually mean when you're designing an outdoor project here?
Omar Afra:
Right. So people think of an outdoor project as an amenity—a deck, a pergola, some pavers. And it is those things. But in Houston, every one of those decisions is also a climate decision. When you put down a patio, you're making a drainage decision. When you choose a post material for a pergola, you're making a termite decision and a hurricane-load decision at the same time. The UV index here is brutal—you can put a poorly selected stain on Western Red Cedar and watch it fail in eighteen months. People from other parts of the country come down here and do things the way they did in Ohio, and it doesn't hold up. Zone 9 is a different beast.
Pete Liebowitz:
Give me the actual list of forces you're designing against.
Pedro Salazar:
Heat and UV—sustained 100°F+ summers that degrade plastics, composites, and poorly sealed wood faster than you'd expect. Humidity—Houston averages 75–80% relative humidity year-round, which is a constant moisture load on any organic material. Freeze events—we don't get deep freezes often, but when we do, they're catastrophic: Uri in 2021 broke concrete, split PVC, and caught a lot of contractors flat-footed who had done zero freeze detailing. Clay soil movement—the Beaumont Clay that underlies most of Houston expands dramatically when wet and contracts when dry. That cycle works on concrete footings, on paver bases, on deck ledger connections. And then there's hurricane wind uplift. Harris County sits in a wind zone where we have to think about 120+ mph gust loads on every overhead structure. That's post embedment depth, hardware specs, beam-to-post connections—all of it has a code implication here that it might not have in Austin.
Pete Liebowitz:
You mentioned termites.
Omar Afra:
Formosan subterranean termites. Houston has one of the highest concentrations in the country. They don't just eat wood—they eat it fast and aggressively. Any untreated ground-contact wood is a five-year clock. That's why we're very specific about post base hardware that keeps wood clear of the soil, why we like Brazilian hardwoods for decking—they're naturally resistant to insects—and why we won't use untreated pine in any structural application down here. It's not a preference thing, it's just math.
Memorial + Buffalo Bayou: Drainage Is the Real Architecture
Pete Liebowitz:
You do a lot of work in Memorial, in the neighborhoods that drain toward Buffalo Bayou. What's different about those projects?
Pedro Salazar:
The grade is subtle and the water table is high. After a serious rain event—we're talking a 4-inch-in-an-hour event, which is not unusual here—the ground is saturated for days. In that zone, drainage isn't a feature of the project, it's the prerequisite. Before we design anything else, we're asking: where does the water go right now? What's the current sheet flow path? Where are the existing catch basins and how do they connect? If we put a patio here, are we blocking a historical drainage path? That analysis happens before we pick a single material.
Pete Liebowitz:
What are the tools? What are you actually installing?
Omar Afra:
Depends on what the site tells us. French drains—perforated pipe in gravel-filled trenches—for intercepting subsurface water that's migrating toward the structure. Catch basins at low points in the hardscape, connected by pipe to a daylight outlet at the street or property edge. Channel drains at the base of steps or structure thresholds. Tight grading—we aim for at least 1% fall away from any structure, ideally 2%. Sometimes we're regrading significant areas. And if the budget supports it, permeable pavers in strategic locations so that some of the surface runoff gets absorbed into the base layer rather than contributing to the sheet flow problem. The goal is always the same: water leaves the site in a controlled way, not in whatever way it feels like going.
Pete Liebowitz:
Is there a fear-factor around being near the bayou? Do clients worry about that?
Pedro Salazar:
Post-Harvey, yes. People are very aware of flood risk in those areas, and rightfully so. But proximity to the bayou doesn't automatically mean your project is compromised—it means you need to be thoughtful. The projects that get in trouble are the ones that don't account for drainage at all: big impervious concrete pads with no outlet, structures that block overland flow paths, low spots with no drainage infrastructure. We've actually seen situations where a good drainage design as part of a hardscape project improved a property's flood resilience compared to what was there before. Good design solves problems.
Retaining Walls Along Buffalo Bayou: Where Aesthetics Meets Engineering
Pete Liebowitz:
Retaining walls seem like a particularly high-stakes item in that area.
Omar Afra:
They are. A retaining wall isn't just a landscape feature—it's a structural element holding back a mass of soil that can have significant hydrostatic pressure behind it. In saturated conditions near the bayou, the pressure behind an improperly drained retaining wall can be enormous. The engineering requirements include: weep holes or drainage aggregate and pipe behind the face to relieve that hydrostatic pressure; geogrid reinforcement woven back into the soil mass for walls over about four feet of exposed height; concrete footings sized for the soil bearing capacity, which in Beaumont Clay is lower than most people expect; and in some cases, tiebacks or deadman anchors embedded into the hillside. Skip any one of those and the wall will move.
Pete Liebowitz:
And you're also doing this in neighborhoods where the wall has to look great.
Pedro Salazar:
That's actually the interesting part. In Memorial Villages, in River Oaks—these are high-end neighborhoods where a wall that looks like a freeway sound barrier is not acceptable. So you're working with natural stone veneers, clean limestone block, or architectural concrete systems that read beautifully while still having the engineering behind them. The weep holes get integrated discreetly. The caps are detailed to shed water properly. The face materials are selected for longevity in the Houston UV environment. Engineering and aesthetics aren't in opposition—they're just both required.
Permeable Pavers: Pavestone, Belgard, and the "Houston Parking Hack"
Pete Liebowitz:
Tell me about permeable pavers. Why are they getting more popular here?
Omar Afra:
A few reasons. First, the drainage benefit is real. A permeable paver system—Pavestone makes good ones, Belgard has excellent options, and there are comparable European systems—uses a crushed aggregate base layer with open-graded joints in the paver surface. Instead of water running off as sheet flow, it percolates through the joints and base aggregate, which both slows the rate of runoff and reduces the volume hitting the storm system. In Houston, where our storm drainage infrastructure is already stressed, that's meaningful. Second, and this is the practical one: some neighborhoods and HOAs have restrictions on impervious surface coverage. A permeable paver system is sometimes classified differently than a solid concrete or asphalt surface, which opens up driveway extensions, parking areas, and expanded patios that might otherwise hit a coverage limit. I'm not a lawyer and every HOA is different, but we've had this conversation with architectural committees across the city and it generally goes well when we bring documentation.
Pete Liebowitz:
How do you actually build one correctly? What goes wrong when people do it cheap?
Pedro Salazar:
The base is everything. You need a properly compacted sub-base—we typically use #57 crushed stone or ASTM No. 2 aggregate depending on load requirements—at adequate depth, usually 8–12 inches for a driveway application. Then a bedding layer of smaller aggregate, then the paver units with open or chip-filled joints. Edge restraints on all sides to keep the system from walking outward over time. The failure modes are: inadequate base depth for the soil type (Houston clay is compressible, you need depth); using dense-graded materials that defeat the permeability; skipping edge restraints so the whole system migrates over a few years; and using too fine a joint material that clogs and eliminates the infiltration benefit. We also make sure the system has an overflow drain connection so a 6-inch rain event doesn't just pond on top of a base that's already saturated.
Pete Liebowitz:
What surfaces are you using them on beyond driveways?
Omar Afra:
Patios, walkways, pool decks. Pool decks are a particularly nice application—you get a surface that drains quickly and doesn't puddle around the coping, which is both a safety and aesthetic win. Walkways benefit from not having standing water after rain. And patio applications can let you avoid adding drainage infrastructure in spots where you don't want visible drain grates. The system does the work quietly.
Brazilian Hardwood Decking in Houston: Why It's Worth It
Pete Liebowitz:
You mentioned Ipe earlier. Let's go deep on Brazilian hardwoods—Ipe, Garapa, Massaranduba. Why choose them over pressure-treated or composite?
Pedro Salazar:
These are genuinely some of the most durable exterior lumber species that exist. Ipe—also called Brazilian Walnut—has a Janka hardness of around 3,680 lbf and is naturally Class A fire-resistant without any treatment. It's been used on boardwalks and piers that get hammered by saltwater and foot traffic for thirty-plus years. Garapa is slightly less dense, a bit more golden in color, and easier to work while still being extremely rot-resistant. Massaranduba, sometimes called Brazilian Redwood, is in between—beautiful deep grain, very hard, very stable. All three have natural oil content that makes them resistant to insects and rot. In Houston's humidity, that matters enormously.
Pete Liebowitz:
What about movement? Wood moves.
Omar Afra:
Yes, all wood moves with moisture cycles. The key with Brazilian hardwoods is proper spacing and fastening. We use hidden fastener systems—Ipe Clip or similar—that allow for lateral movement without face-nailing. Spacing between boards accommodates the seasonal movement without cupping or buckling. Pre-drilling is mandatory because these species are so hard that improper fastening will split the board. The sub-structure matters too: we use properly spaced joists to keep deflection minimal and make sure there's airflow beneath the deck—airflow is what keeps the underside of the boards dry and extends the life of both the decking and the framing. With proper installation, you're looking at twenty-five to forty years of service life with periodic oiling.
Pete Liebowitz:
How do you finish them?
Pedro Salazar:
With penetrating oils—we like Penofin Hardwood or similar products specifically formulated for tropical hardwoods. Film-forming finishes peel on these dense species because the oil content prevents adhesion. Penetrating oils nourish the wood and enhance the color without creating a brittle surface layer. Annual oiling maintains the color; left unfinished, they gray to a silver that a lot of people actually love. Either way, the structural integrity isn't affected. The UV is what changes the color, not rot.
Cedar Pergolas + Cedar Carports: The Old Flex Is Back
Pete Liebowitz:
Cedar pergolas and carports are having a moment. Why?
Omar Afra:
Aluminum pergolas got popular for a while—low maintenance, no rot, doesn't warp. But they look like aluminum. The warmth isn't there. Cedar, especially well-detailed cedar with beautiful joinery, has a craft quality that resonates with Houston homeowners who are investing seriously in their outdoor spaces. And in neighborhoods like the Heights, River Oaks, or West U where there are architectural sensibilities about what the exterior of a property should look like, a cedar structure reads right in a way that an extruded aluminum kit pergola doesn't. Cedar carports in particular—there's been a huge push for covered car storage in Houston given the hail and weather exposure—and a cedar carport can be a beautiful architectural element rather than just a utilitarian shed.
Pete Liebowitz:
Eastern Red Cedar vs. Western Red Cedar—is that a real distinction or just sourcing?
Pedro Salazar:
It's a real distinction for structural applications. Eastern Red Cedar—Juniperus virginiana—is denser, harder, and more resistant to rot and insects. It's also more aromatic. Western Red Cedar—Thuja plicata—is lighter, easier to work, cleaner-milling, and more widely available in long, clear lengths. For decorative elements, fascia, and smaller-section rafters, Western works well. For main posts and structural beams in a pergola, we prefer Eastern Red Cedar when we can source quality stock, because the density matters for load-bearing capacity and resistance to checking under Houston's heat. The post bases are critical too—we use Simpson Strong-Tie post base hardware to keep the wood completely clear of concrete and soil, because even cedar will rot at the base if it's in constant contact with moisture.
Pete Liebowitz:
What about the wind uplift problem with pergolas?
Omar Afra:
This is the one that catches people. A pergola with an open lattice top isn't as vulnerable as a solid roof, but it still has uplift exposure. The connection points are where failures happen: post to beam, beam to rafter. We use structural hardware at every connection—hurricane ties, structural screws, through-bolts where appropriate. Post embedment depth matters—we calculate footing size and depth based on the tributary wind area of the structure. A big pergola in a wind-exposed backyard in Galveston or the Houston coast has a different footing requirement than one tucked against a two-story house in the Heights. Most pergola failures in storms aren't material failures—they're connection failures. Engineer the connections and the structure stays together.
Pools & Remodels: The Fast Way, The Right Way, The Houston Way
Pete Liebowitz:
Pool remodels. Where does this project type go wrong?
Pedro Salazar:
Scope creep from undiscovered conditions. Someone wants to replaster and retile, and in the process of demo, we find structural cracks in the shell, or delaminating gunite, or equipment that's fifteen years old and won't survive the pressure test after replastering. The job becomes three times bigger than contracted. The way to avoid this is a thorough pre-construction inspection: we look at the shell, the plumbing with a pressure test, the electrical, the equipment. If there are conditions that could expand scope, we document them and price them as contingencies before signing contracts. Homeowners understand that a twenty-year-old pool might have surprises—what they don't understand is being surprised by the price after demo has already started.
Pete Liebowitz:
What's the Houston-specific version of this? What does this market ask for?
Omar Afra:
Houston pool remodels often involve the pool deck and surrounding hardscape at the same time. People aren't just replastering—they're integrating the pool deck with a new patio, new drainage, maybe a pergola or outdoor kitchen. The equipment pad relocation or upgrade is common when the existing pad is poorly positioned relative to the new layout. Coping selection is a big deal here: travertine is popular, limestone, some tile. Each has maintenance and thermal expansion implications in our climate. LED lighting upgrades are almost universal now. And we almost always talk about the drainage plan around the pool edge because pools generate significant splash and backwash volumes that need somewhere to go.
HOAs: We Don't "Deal With" HOAs—We Work With Them
Pete Liebowitz:
HOA approvals. Everyone says they hate them. What's your actual take?
Pedro Salazar:
HOAs exist to protect property values, which means they exist to protect the homeowners who are hiring us. I don't have a problem with that. What I do have a problem with is contractors who treat HOA approval as the homeowner's problem to figure out after the contract is signed. We handle the application. We prepare scaled plan drawings, elevation views, material callouts, spec sheets, and a drainage impact note. We submit the complete package with a cover letter that summarizes the project in plain language. HOA committees are made up of volunteers who see a lot of vague, incomplete applications. A complete, professional package stands out and gets approvals faster.
Pete Liebowitz:
Do different neighborhoods have different dynamics?
Omar Afra:
Yes. West University is very organized—the HOA has a clear application process, specific review periods, and defined criteria. If you follow the process with a complete package, approvals are generally predictable. River Oaks has high aesthetic scrutiny—material quality and design quality are evaluated carefully, and you need to demonstrate that what you're building is consistent with the neighborhood's standards. Memorial Villages vary by specific village; some are more active than others. The Heights is interesting because it has historic preservation overlay zones that add an additional layer of review for certain work. We've navigated all of these. The consistent principle is: respect the process, submit complete information, and be available to answer questions promptly.
Zone 9 Landscaping That Doesn't Melt
Pete Liebowitz:
Landscape integration with hardscape—how do you think about that?
Pedro Salazar:
The big Houston mistake is sequencing: hardscape first, landscaping handed off to someone else later. When you do it that way, you get irrigation heads in the wrong places, planting beds that fight the drainage plan, and roots from live oaks and magnolias that are already working their way under your new patio. We address root management at the design stage. If there's a significant tree adjacent to a hardscape area, we install root barrier membrane to direct growth away from the structure. Planting bed edges integrate with the hardscape drainage. Irrigation zones are stubbed out during construction so the heads end up in the right locations. Zone 9 planting choices are their own subject—drought-tolerant isn't necessarily right in Houston because we get plenty of rain, but it needs to survive the heat index and the occasional hard freeze.
Outdoor Lighting + Audio: Build the Infrastructure Before the Pretty Stuff
Pete Liebowitz:
Outdoor AV and lighting—where does this fit in the construction sequence?
Omar Afra:
Before any hardscape goes down. Once concrete is poured, the cost of adding conduit runs multiplies. We plan conduit routes at the design stage—conduit for lighting circuits, separate conduit for low-voltage audio and control wiring, junction boxes at logical locations, and a home-run conduit back to wherever the equipment will live. Even if the homeowner doesn't know exactly what speaker system they want yet, they know they want speakers. We stub the conduit and document the locations. The actual equipment selection can happen later. This is the cheapest time to do it. A $200 conduit investment during construction becomes a $2,000 retrofit job if you wait until the patio is done.
Pete Liebowitz:
What about the actual fixtures and system design?
Pedro Salazar:
Low-voltage LED landscape lighting has gotten very good. We can do scene control, color temperature adjustment, zoning—all of it at price points that have come down significantly. For audio, we spec commercial-grade outdoor speakers that are actually rated for Houston's UV and humidity; there's a big difference between an "outdoor rated" speaker and one that's genuinely built for climate exposure. Speaker zones are mapped to how the space gets used: a conversation zone near the seating area has different needs than a zone covering a large pool deck. The infrastructure approach also means the homeowner can upgrade the AV system in five years without any construction—the conduit is already there.
Neighborhood Intelligence: Same Craft, Different Constraints
A rapid-fire neighborhood breakdown from Omar and Pedro.
The Heights
Historic lot patterns with 25-foot setbacks and drainage that flows to aging street gutters. The Heights Civic Association has preservation guidelines that affect exterior work on contributing structures. Lots tend to be narrow, so we design compact pergola and deck footprints that maximize a tight backyard. Drainage here often goes to French drains that daylight at the street—we verify curb outlets before designing any system.
Montrose
Tight urban lots, eclectic architectural styles, and a mix of historic single-family and recent infill. Permit requirements can be nuanced on historic structures. Great neighborhood for creative, smaller-scale courtyard designs. We've done a lot of urban garden patios with permeable systems here because the water has nowhere fast to go.
River Oaks
High HOA scrutiny, premium material expectations, and complex multi-trade projects that often include outdoor kitchens, pools, and audio/visual. The architectural review committee is thorough—our submittals here are the most detailed we produce. Materials need to be truly top-tier: travertine, natural stone, premium cedar, top-grade composites.
Memorial / Buffalo Bayou
The drainage and grade chapter applies fully here. Large lots with mature trees—live oaks and magnolias that have significant root systems. Footings need to go deeper. Grading work is more involved. The rewards are equally large: big backyards, serious outdoor living investments, clients who understand what they're buying.
West University & Bellaire
HOA-aware design with clean, contemporary aesthetics and serious flood sensitivity. West U has a well-organized HOA process. Bellaire is adjacent to the Brays Bayou drainage system. Both neighborhoods are getting serious infrastructure investments in drainage—our projects coordinate with those improvements rather than fighting them.
Spring Branch
Larger lots, more value-engineering opportunity, and significant drainage variation depending on where you are in the neighborhood. Some areas drain well; others don't. We see a lot of backyard transformation projects here—people who've been sitting on raw potential for years and are ready to invest. Cedar pergolas, concrete patios, permeable driveways: Spring Branch is where we do a lot of high-impact, honest-budget work.
What We Refuse To Do
Pete Liebowitz:
What are the things you simply won't do?
Omar Afra:
No mystery materials—if I can't tell you the manufacturer, the grade, and the specification of every material in your project, it shouldn't be in the project. No hidden change orders—if something changes scope, we document it in writing before a single additional dollar of work happens. No shortcuts on drainage and structural connections—those are the items that look invisible and feel like they could be skipped to save money, and they're also the ones that cost five times as much to fix after the fact. No "we'll figure it out on-site" approaches to HOA or permit issues—we figure it out before we touch the property.
Pedro Salazar:
I'd add: no underselling to win the bid. We see a lot of low-ball estimates in this market that get qualified up during construction. We'd rather give you a number that's accurate and explains exactly what it covers than win a bid we have to re-negotiate halfway through. If our number is higher, we'll tell you exactly why. That's a conversation we're comfortable having.

What I took away from this conversation: Omar and Pedro aren't selling projects—they're selling outcomes.
